| Institutional innovations involve both the overall situation of the reform and development of higher education and the foundation of realizing their own scientific development.It is a constantly deepened and step-by-step progress.Local universities are actively innovating the management and operational system,structuring a system of decision making with principle of democracy,executing with principle of efficiency,supervising with principle of pre-packaged mechanism of management system and university functional system with its own characteristics.Thus modern university system can be achieved with system innovations. |
