| 高校学报责任编辑的审稿工作质量直接关系到学报的质量.由于<著作权法>和<图书质量保障体系>各自赋予责任编辑不同的修改权限,因此,在学报的审稿流程中应增加责编的二审程序,通过责编在二审中的创造性劳动,完成<图书质量保障体系>中要求的对稿件的加工整理工作,力求使稿件的内容更完善、体例更严谨、材料更准确、语言文字更通达、逻辑更严密.责编二审工作能有效地帮助作者提高论文质量,从而达到提升学报整体水平的目标. |

| The quality of university academic journals is determined directly by the executive editor’s examining manuscripts.Because the "Law of Rights of Writings" and "Ensuring System of Writings Quality" have different modifying limits of authority by editors,the second examining manuscript should be added in the whole process of examining manuscript of university academic journals.The creative work of executive editors in second examining manuscript can meet the demands of improving of manuscripts which are raised in "Ensuring System of Writings Quality",such as perfect content,well-knit,accurate materials,smooth language and logic.Therefore,the second examining manuscript by executive editors can help authors to improve the quality of their articles so that the aim of promotion of whole quality of university academic journals can be achieved. |
