| 数字技术在提升治理效能的同时,也催生出“数字形式主义”风险,使树立和践行正确政绩观面临新考验。将辩证思维运用于数字技术治理领域,把数字技术与政绩评价之间的张力整合为“质与量”“显与潜”“标与本”三对范畴。在此框架下,剖析辩证数字观对正确政绩观的赋能逻辑、“数字形式主义”对正确政绩观的异化机理,进而构建以“质量统一”筑牢数字为民的政绩本源、以“显潜统筹”优化数字时代的政绩考核、以“标本兼治”压实数字时代的监督问责等具体路径,以辩证数字观从理论认知向治理实践的转化,为数字时代树立和践行正确政绩观提供新的分析视角与推进方案。 |

| While digital technology enhances governance efficiency, they also give rise to risks of digital formalism, posing new challenges to fostering and practicing a correct understanding of governance performance. By applying dialectical thinking to the governance of digital technology, this research introduce three categories into the relationship between digital technology and governance performance evaluation: quality versus quantity, tangible versus latent results, and symptom versus root causes. Within this framework, this paper analyzes the empowering effect of dialectical view of digital technology on the correct understanding of governance performance, as well as the alienation effect of digital formalism on it. It proposes the approaches: digital governance for the people with the unity of quality and quantity; comprehensive evaluation of tangible and latent results; addressing both symptom and root causes. The researchers suggest the application of dialectical view of digital governance in practice, providing perspective and approaches for establishing and practicing a correct understanding of governance performance in the digital era. |
