| 社会福利制度是国家和地方政府为了保障和提高公民生活质量，通过各种形式的经济、社会和文化政策，为社会各阶层群众提供物质和精神上的帮助和支持的制度。在我国当前经济发展时期，如何改革社会福利保障制度，实现共同富裕，是一个值得探究的重大问题。系统而全面地改革现有的社会保障体系，从发展取向逐渐地转变为权利取向的供给模式，应当作为一个优选路径。 |

| The social welfare system is a system whereby the State and local governments, in order to safeguard and improve the quality of life of their citizens, provide material and spiritual assistance and support to the masses of all strata of society through various forms of economic, social and cultural policies. In the current period of China's economic development, how to reform the social welfare and security system to achieve common prosperity is a major issue worth exploring. This paper argues that a systematic and comprehensive reform of the existing social security system, with a gradual shift from a developmental orientation to a rights-based mode of provision, should be the preferred path. |
