| 党的十八大以来，习近平总书记不断丰富和完善生态文明思想，形成了以“两山”理论为核心的习近平生态文明思想。习近平总书记关于“绿水青山就是金山银山”的重要论断深刻揭示了发展与安全之间辩证统一、相辅相成的关系。基于此，在“两山”理论的框架下，对发展和安全辩证关系的演变过程进行梳理、对探求发展和安全辩证关系的价值旨归进行剖析，最终探索出在“两山”理论指导下统筹发展和安全的主要路径。归根结底，实现经济高质量发展与生态环境高水平保护的辩证统一，走好人与自然和谐发展之路，这是中国式现代化的本质要求，也是实现中华民族伟大复兴的应有之义。 |

| Since the 18th National Congress of the Communist Party of China, Secretary-General Xi Jinping has continuously enriched and improved his ecological civilization thought, forming Xi Jinping′s ecological civilization thought with the "Two Mountains" theory as the core. Secretary General Xi Jinping's important statement that "green mountains and clear waters are like mountains of gold and silver" profoundly reveals the dialectical unity and complementary relationship between development and security. Based on this, within the framework of the "Two Mountains" theory, the evolution process of the dialectical relationship between development and security is sorted out, and the value orientation of exploring the dialectical relationship between development and security is analyzed, ultimately exploring the main path of coordinating development and security under the guidance of the "Two Mountains" theory. In the final analysis, achieving the dialectical unity of high-quality economic development and high-level ecological environment protection, and taking the road of harmonious development between man and nature are the essential requirements of Chinese path to modernization, and also the proper meaning of realizing the great rejuvenation of the Chinese nation. |
