      以“双减”政策为视点解读我国教育改革育人为本的价值本质与高质量发展的时代内涵。研究结合近两年的实践梳理各界对于“双减”政策的对象、责任、质量、公平方面存在的理解误区,以及在实施过程中产生的负面影响。为了建构综合治理体系,从国家、社会、学校三个不同层面给出相应的治理建议,以期为政策的更好实现提供解决思路。

      From the viewpoint of "double reduction" policy, this paper interprets the value essence of education reform and the connotation of high-quality development. Based on the practice of the past two years, this paper sorts out the misunderstanding about the object, responsibility, quality and fairness of the "double reduction" policy, as well as the negative impact in the implementation process. In order to construct a comprehensive governance system, and provide the corresponding governance suggestions from the three different levels of the country, the society and the school, in order to provide solutions for the better realization of the policy.
