| 通过对元代的两淮盐业与水利治理关系的梳理，可知存在着两种利益关系:一个是盐业依托内河漕运的发展，官方长期实施用盐商缴纳航道维运经费的方式维持盐业航道的正常使用。另一个是生产和运销领域，水利设施维护成本由灶户负担。在官方支给成本不足和官僚腐败的双重因素下，灶户和官吏透漏私盐的问题比较严重，盐政部门为此不断加强水运过程中的管理，并排斥盐的海运。元代对运销制度的一些改革，都是试图在盐引法制度的基础上减少地方官对盐业利益的侵蚀，维护中央的利益。所以，元代盐业相关水利资源的利益博弈，实际是中央与地方政府财政权利的博弈。 |

| By sorting out the relationship between the salt industry and water conservancy management in the Yuan Dynasty along the coast of Jiangsu, it can be seen that there are two types of interest relationships. On the one hand, the salt industry relies on the development of inland waterway transportation, and at the same time, the official long-term implementation of using salt merchants to pay for waterway maintenance funds to maintain the normal use of the waterway. It also requires the state to suppress the power of exploiting merchants and diverting water resources along the way. On the other hand, in the fields of production and transportation, the maintenance costs of water conservancy facilities are borne by salt producing workers. Under the dual factors of insufficient official funding costs and bureaucratic corruption, the problem of salt producing workers and officials selling private salt is relatively serious. Therefore, the salt administration department has continuously strengthened management in the water transportation process and excluded the sea transportation of salt. The reform of the transportation and sales system in the Yuan Dynasty was based on the salt introduction system, attempting to reduce the erosion of local officials′ interests in the salt industry and safeguard the interests of the central government. So, the interest game of water resources related to the salt industry in the Yuan Dynasty was actually a game of financial rights between the central and local bureaucrats. |
