| 以亨廷顿为代表的“政治现代化范式”所包含的权威理性化、功能专门化和广泛参与等指标在当代西方的政治实践中经常被异化为精英政治和民意超载等现象。从抵制性视角出发，讨论此种异化对民主制度的扭曲，指出其在产生大量制度成本的同时，时常会引发社会不公，进而导致民主失范、造成民主危机。相形之下，中国的全过程人民民主却涣发出别样的活力，形成其真正全链条、全方位、全覆盖的实质性民主。 |

| After long-term observation and summary, the Western academic community has formed a relatively complete theoretical system for the proposition of political modernization. To some extent, it has exerted a series of imperceptible influences on the subsequent Realpolitik. Among them, the "political modernization paradigm" represented by Huntington was even regarded as a natural path for a long time and imitated by others. But in fact, the indicators of authority rationalization, function specialization and wide participation contained in this paradigm are often alienated into Meritocracy and public opinion overload in contemporary western political practice. This article attempts to discuss the distortion of this alienation on democratic systems from this perspective, pointing out that it often leads to social injustice while generating a large amount of institutional costs, leading to democratic anomies and crises. In contrast, China′s whole-process people′s democracy has glowed its unique vitality, and has formed a real full chain, all-round and comprehensive substantive democracy. |
