In Febrary 1931, the Salt Transport Office of the Two Huai Rivers was relocated from Yangzhou North to Banpu Town, Guanyun County. The northward relocation of the salt transportation envoys in the Two Huai regions was a result of the changes in the industrial pattern of "production, affairs, and transportation" of Huai salt since the late Qing Dynasty. In March 1931, the Legislative Yuan of the Nationalist Government passed a new salt law that "abolished the exclusive use of commercial land, changed to on-site taxation, and allowed the people to freely buy and sell". Salt merchants in the Two Huai River struggled through various means to prevent the implementation of the new salt law, in order to maintain the old privileges and interests. In June 1931, the Nationalist government abolished the proportional method of shipping one ticket and sailing two tickets from the former Hunan, Hubei, and Jiangxi provinces to increase salt tax revenue. The Battle of Sails has had a significant impact on the survival of the Twelve Wei Two Huai Salt Affairs Yangzi General Store. |
