      东台义学发端较晚,首创于嘉庆十三年(1808)。何垛场义学的董事由灶衿集议选举,再交由官方力量领导批准,义学经费收入主要由官方所拨,此外包括房租、田租、灶捐桶费等来源,收入逐渐依赖房地租的收纳。清末,东台大多数的义学都被停办,只有少数改办为小学堂,义学改办为小学堂的过程仍由官方力量主导,地方绅董制定经费章程、编排学校课程,因地因情上禀,再由官方力量批议,场使亦不能擅专。清代东台义学的运营及其近代转型对促进东台基层教育文化的普及具有重要意义,是官方兴教育、促开化的重要手段,是其加强地方社会控制的重要措施,亦是地方绅士推动地方文教发展,培养人才的重要渠道。

      Free-private-schools in Dongtai started late, first in the 13th year of Jiaqing(1808). The director of Heduochang of Free-private-school is elected by gentries council and then approved by the official leadership. The fund income of free-private-school is mainly allocated by the government, including rent, field rent, stove donation bucket fee and other sources. The income gradually depends on the collection of rent and land rent of free-private-school itself. At the end of the Qing Dynasty, most of the free-private-schools were suspended and only a few were converted into new-type schools. The process of converting free-private-schools into new-type schools was still dominated by the official forces. Local gentlemen formulated rules for funds and arranged school curricula, which were then approved by the official forces because of the local situation, the saltworks ambassadors can′t make their own decisions. Dongtai free-private-school in Qing Dynasty and its modern transformation were of great significance to promote the popularization of education and culture at the grassroots level in Dongtai. It was an important means for the government to promote education and promote civilization, an important measure to strengthen local social control, and an important channel for local gentlemen to promote the development of local culture and education and cultivate talents.
