      1928年,南京国民政府对两淮盐务实行改革,淮盐运输由商运改为官运,以轮运逐渐代替帆运,由此十二圩作为两淮盐务中转站的地位将受到严重冲击,于是十二圩商会、工会等团体呼吁国民政府维持帆运,政府被迫妥协。1932年,国民政府再次推行改革,十二圩各界掀起一场声势浩大的保帆风潮,其高潮是1934年期间,十二圩、扬州实行罢市罢课罢工。最终政府通过递减帆运方案,逐步实现轮运代替帆运,十二圩就此衰落了。

      In 1928, the Nanjing National Government carried out reform on the salt affairs of the two Huai Districts. The salt transport was changed from commercial to official transport, and the ship transportation gradually replaced sailing ship transportation, Therefore, the position of Shierwei, as a salt transfer station, will be seriously impacted. So, Chambers of commerce, worker unions and other groups called on the National Government to maintain sailboat traffic, and the government was forced to compromise. In 1932, the National Government introduced reforms again, and local community also set off a huge protest movement again, which culminated in 1934. Shierwei and Yangzhou implemented the market, school and factory strike. But this time, through a series of measures, the government gradually realized the ship transport instead of sailing ship transport salt, and the town fell into decline.
