| 在工业化进程快速推进的初期阶段，粗放的增长方式带来了愈发严重的生态环境问题。生态环境问题具有的整体性、系统性和跨域性等特征，要求环境治理必须建构多元协同共治体制机制，通过多主体之间的利益协同、协作治理实现生态环境的长效善治。基于共同利益视角，从城市功能定位、纵向权力结构以及协同共治过程三个角度对构建生态环境共治体系进行探究，并从理念、主体和实践等方面提出区域生态环境共治结构的建构路径。 |

| In the early stage of rapid industrialization, extensive growth has brought about increasingly serious ecological and environmental problems. The ecological environment problem has the characteristics of integrity, systematicness and cross-region, which requires that environmental governance must build a multi coordinated and co-governance system mechanism, and achieve long-term good governance of the ecological environment through the benefit coordination and collaborative governance among multiple subjects. Based on the perspective of common interests, this paper explores the construction of the ecological environment co-governance system from the three perspectives of urban function orientation, vertical power structure and collaborative co-governance process, and proposes the construction path of the regional ecological environment co-governance structure from the aspects of concept, subject and practice. |
