| After the Sixth Plenary Session of the Sixth Central Committee of the CPC, the Central Bureau of the CPC Central Committee undertook the strategic task of "Developing Central China". During the period when the Central Bureau was stationed in Zhugou, Liu Shaoqi led the members of the Central Plain Bureau to promote the spirit of the Sixth Plenary Session of the Sixth Central Committee of the CPC, unified the development of the ideological understanding of central China, and established the authority of the Central Committee′s principles and policies, to guide the correct development direction of the Anti-Japanese War in central China. Liu Shaoqi rapidly reorganized the party organizations in Henan, Hubei, Anhui and Jiangsu provinces, in order to reorganize the leading organizations for the development of central China, and to establish a strong organizational guarantee for the implementation of the strategy of “Developing central China”. Liu Shaoqi actively assisted and vigorously supported the development of Peng Xuefeng′s troops in the Henan-Anhui-Jiangsu border areas, and guided the establishment and development of Li Xiannian′s troops in the Henan-Hubei border areas, to ensure and expand the development of central China′s important armed forces. The strategic fulcrum for the development of central China had been preliminarily formed. |
