| 在慈善活动中，政府的定位应当是慈善事业的适度推动者和慈善活动的有效监督者。从慈善事业的适度推动者出发，我国现行慈善捐赠体制应建立突发公共事件慈善调控平台，弱化政府募捐主体资格，完善政府购买慈善服务制度。从慈善活动的有效监督者出发，政府应联合多部门进行全方位监督，与社会第三方监督机构合作，建立慈善公益诉讼制度。 |

| The government should be positioned as an appropriate promoter of philanthropy and an effective monitor of its activities. From the perspective of the government as an appropriate promoter and effective monitor, it puts forward to the current charitable donation system in China to establish a public emergency charity regulation platform, cancel the government fundraising subject qualification, and improve the government's purchase of charity service system; comprehensive suggestions for comprehensive supervision, cooperation with social third-party oversight agencies, and the establishment of a charity litigation system. |
