| 市民的道德素质是在特定的城市环境里形成和发展的，城市环境与市民道德精神的养成息息相关，环境对市民的世界观、人生观和价值观等都会产生巨大的影响。以“德”文化为代表的地方优秀传统文化是常德市的宝贵文化资源，在城市思想政治教育工作中发挥着举足轻重的作用。常德市要进一步挖掘“德”文化资源，以“德”文化为引导，进一步改善和优化城市的政治、经济、文化、社会舆论和生态环境，提升城市思想政治教育实效，在新时代征程中发挥人民群众的主体作用，激发广大市民不断奋发有为，建设幸福常德。 |

| The moral quality of urban citizens is formed and developed in a specific urban environment. Urban environment is closely related to the formation of citizens'moral spirit. The environment has a great impact on the world outlook, philosophy and viewpoint of value of people. Local excellent traditional culture represented by morality culture is the precious cultural resources of Changde, which plays a decisive role in urban. Changde should further tap the morality culture resources, take morality culture as guidance, further improve and optimize the city's political, economic, cultural, social public opinion and ecological environment, and enhance the effectiveness of urban ideological and political education. In the New Era, attracts and condenses the masses to play the main body, stimulate the people to continue to strive for success and build a happy Changde. |
