| 我国独立学院经过十余年的发展，在取得突出成绩的同时，各种问题也层出不穷，故2003年、2008 年教育部分别颁布文件规范独立学院的办学运行机制。通过对独立学院内部治理体制现状及问题的分析，结合“民、独、优”三项原则，从建立投资体制的多元化和产权清晰化、完善董事会领导下的院长负责制、完善内部治理机制等三个方面进一步完善独立学院内部治理体制，为独立学院转型发展提出对策性建议。 |

| After more than ten years of development, China's independent colleges have achieved outstanding results, and various problems have also emerged. In 2003 and 2008, the Ministry of Education promulgated two policies and regulations to further standardize the running mechanism of independent colleges, and the development of independent colleges has come to a crossroads. This paper hopes through the analysis of current situation and problem of independent college internal management system, according to the situation of "collectively owned、independent and excellent" three principles combined with its internal governance, from the establishment of investment system and diversified property right perspicuity, perfecting the board of directors of responsibility under the leadership of the three aspects of system, improve the internal governance mechanism to further improve the internal management system of independent colleges, and propose countermeasures and suggestions for the transformation of independent colleges. |
