| 生活垃圾已成为制约城市可持续发展的难题之一。国际通行经验表明，垃圾减量是可取之道。但我国现行有关垃圾减量的制度规定存在诸多不足，无法引领和保障垃圾减量被城市居民切实执行。因此，作为首批建设的全国生态文明试验区，福建省有必要进行有关垃圾减量制度规定的探索，以为全国提供经验。 |

| At current waste has become one of the difficult problems that restrict the sustainable development of the city. International experience shows that waste reduction is a good idea. However, there are many deficiencies in the current system of waste reduction in China, which can not lead and protect the waste reduction, and can be effectively implemented by urban residents. Therefore, as the first national ecological civilization test area to be built, it is necessary for Fujian province to improve the exploration of the waste reduction system and to provide experience for the whole country. |
