| 结合我国公民民主权利日趋完善的现实情况，积极采取“拿来主义”，借鉴各地各部门信访模式的有益经验，参考国外及地区健全的公民诉求机制，对信访制度中不适应现代社会发展的不合法、不合情、不合理的部分进行改革。但是改革的基本思路是必须符合法治的内在要求，从大方向把握信访制度改革的基本方向、目标和手段，明确信访制度近期目标和远期目标。此外，应积极发挥群众对司法和行政权力的监督作用，打造阳光政府，让权力在阳光下运行，推动我国民主化建设的进程。 |
| 英文摘要: |
| Combining with the citizens democratic rights being improving day by day in China, taking a positive plagiarism, taking the useful experience of the local government and taking the foreign sound petition mechanism as an example, those which were illegal, irrationality and unreasonable should be reformed. The basic ideas of the reformation must be legal and in the direction of petition reformation. Also, it must have a specific short-term and long-term goal. Besides, the supervisory role of the masses of the judicial and administrative powers should be played to create a sunshine government, to promote the process of building a national initiative and let the power run in the sunshine. |
