| 开放经济条件下,要求外汇管理既要为外资企业提供贸易、投资等经济活动的便利,又要防范短期的国际游资冲击国内金融市场,确保金融稳定.现行的资本金结汇管理办法难以满足这样的要求.分析了当前银行资本金结汇真实性审核中存在的主要问题,提出转变监管的理念,建立资本金结汇监管长效机制等具体对策措施. |

| Open economy requires the administration of foreign currency should not only facilitate such economic activities as trading and investing for foreign-funded enterprises,but also remain alert to the impact of short-term international floating capital on domestic financial markets,so as to ensure financial stability.However,the present administrative measures of capital settlement are incapable of fulfilling this requirement.Therefore,this essay analyzes the main problems in examining and verifying the authenticity of current bank capital settlement.Moreover,specific countermeasures are proposed,including transforming the philosophy of supervision and establishing a long-term regulatory regime of capital settlement. |
