| 通过对中央政府、地方政府、房地产商、消费者之间的“非合作博弈”分析，阐释了房地产公共政策执行失灵的原因是博弈方的利益不一致、信息不对称及博弈的规则不够健全，提出以自利为目的的非合作博弈转向以集体利益为目的的合作博弈是解决房地产公共政策执行失灵的可行之路。 |

| Through the analysis of non-cooperation game among the central government,local government,real estate agent and the consumer,the essay sets forward that the reasons of the implementation failure of China’s public policy of real estate are the conflict of interests of the game party,the asymmetric information and the imperfect rules of the game.The author proposes that the reasonable way to solve the problem is that the non-cooperation game of self-interest changes to the opposite side. |
