| As the 28th president of the U.S.,Woodrow Wilson launched the idealistic Fourteen Points,the last point of which urged to form a general association of nations under specific covenants.It was not only an overthrow of the European system of balance of power,but also the first proposal that brought collective security in to reality.Although the U.S.is the advocator of the League of Nations,the U.S.didn’t participate in this international organization eventually.The reasons behind this phenomenon are worth thinking. |
