| 近年来，我国掀起“问责风暴”，因一些重大突发性事件所引发的官员免职、引咎辞职现象日益增多。然而许多官员被问责后又离奇复出，公众对问责制度的权威性和有效性提出质疑。究其原因，主要是与被问责官员复出法律制度不健全和缺乏有效的社会监督机制等，与传统“官本位”思想的消极影响有关。要有效地解决官员复出存在的问题，应采取以下措施：一是消除“官本位”思想的影响，积极推进现代政治文化建设；二是建立健全被问责官员复出的法律法规；三是加强对问责官员复出的社会监督。 |

| In recent years,our government has launched the "accountability storm".There are more and more officials were dismissed or resign due to some unexpected events.However,some resurface rapidly and extraordinary after they are punished.The public query the seriousness and authority of the accountability system.The reason of this problem lies in the lack of legislation and effective public supervision system;and it is also relevant to the negative influence of "Official-Oriented ".To effectively solve the problems,we should take the following measures:the first one is to eliminate the influence of "Official-Oriented " and actively promoting the modern political culture construction;the second one is to ameliorate the relative laws;the third one is to strengthen the public supervision |
