| 清代两淮海盐的赋税是朝廷的大宗收入,在其生产、运输、销售的过程中,不可避免地面临着名目繁多的私盐的冲击.为售销淮盐、保证朝廷的课赋收入,清代统治者极其注重两淮海盐的缉私,为此建立了涵盖两淮海盐的产、供、销所有环节的完整管理体系,制定了相应完备的法律法规.但因自身的没落,其收效甚微. |

| In the Qing dynasty,as we know,the tax of the Huai Hai coast is the main income of the government.It also ensures the diary operation of its government.However,in the process of production,transportation and selling.It is unavoidable for the government to stand the concussion of the personal salt business.In order to evacuate the personal salt smugglers and ensure the stable income of the government the emperors of the Qing dynasty focuses their attention on struggling against the smugglers.For that reason listed above,for one thing,they established the complete systems,including production,supplying and selling processes.For another,they made the relevant and perfect laws and some regulations.But because of its corruption,the laws don’t work at all. |
