| 以人为本,建设公共服务型政府是我国政府职能转变的主要目标,也是完善社会主义政治体制、全面建设小康社会的重要任务.我国社会正处于经济社会全面转型的关键时期,这是构建服务型政府所处的时代背景.构建服务型政府可以从继续改革政府行政管理体制、建设新型公共型财政体制、建设高素质公务员队伍、创新政府文化、积极发展中介组织和民间组织、重构政府责任体系、公民参与等路径加以探索和实践. |

| The construction of numan-Oriented andpublic service-oriented government is the main task of our country’s government function transformation,and also the important task of improving the socialism political system and full construction of a well-off society.The new public service theory,the harmonious society theory and so on are the theory basis of constructing the service-oriented government.Our country is in a key time for the transformation of the economic society,which is the time background of constructing service-oriented government.The ways of exploring and practicing service-oriented government construction are as follows: deepening the reform of the administrative system,constructing new public finance system,constructing the state government functionaries with high quality,innovating government’s culture,developing intermediary organization,reforming government responsibility systems,and citizen participation. |
