| 据有关部门统计,2003年,通过中国移动和中国联通两大移动通信网络(GSM/CDMA),全国发送和接收的手机短信数量已经达到2200亿条[1].短信息给大众带来便捷的同时也带来了一系列始料不及的问题,比如扰乱社会秩序、侵犯他人合法权益等.在这种情况下,加快对短信息管制的立法进程,就显得刻不容缓.围绕有害短信在日常生活中的表现、侵害的权益及行为特点等方面,提出应对其进行法律调整,并对立法提出相关建议. |

| According to certain statistics,the number of messages through CHINA MOBILE and CHINA UNICOM has reached 2200 hundred million.But along with the advantages,messages also bring a series of problems such as disordering the society,infringing others’ legal rights.On these occasions,we must quicken the course of legislation on message regulation.This article emphasizes representations of message in daily life,infringed rights and characteristics of message and brings forward some advices on administration and legislation of illegal messages. |
