| administrative contracts have two elements: one is administrative quality, the other is contractual quality. fluent movement between administrative quality and contractual quality is the life of the administrative contracts. the blooming life of the administrative contracts determine it exists in the extensive administrative region. the research on the category will contribute to understanding and controlling it. |
