| 随着给付行政时代的到来,公物利用深入人们生活的方方面面.同时公物致害的案件时有发生,由于现行法律未明确规定此种情况下所受损失的救济途径,导致受害者的权益得不到保障.从公物的概念以及设置、管理入手,将由于设置、管理欠缺的公物致害纳入国家赔偿范围,为公物利用人提供充分救济. |

| With pay administration arrival of times, the public property is utilized and deepen every aspect of people’s life. The cases that the public property causes hurt take place frequently today. Because the current law has not stipulated the lost relief ways clearly, the victim’s rights and interests can’t get the guarantee. This text proceeds with concept, establishment and management of the public property, and manages public property in range of the country compensation, in order to protect people’s benefit fully. |
