| 从我国新型工业化目标和相应科技政策要求及我国目前的工业水平和科技水平现状出发,分析了新型工业化道路上中国目前科技进步政策的利与弊;对我国目前科技进步政策的局限性进行了分析;并从历史性和系统性的角度出发,从市场经济和知识经济、世界高新技术发展、中国加入WTO和全球经济一体化、科技立法和政策与新型工业化道路发展相适应的关系角度出发,对中国目前的科技进步政策提出了建设性的改革设想. |

| From 3 aspects: the goal of our nation’s new industrialization, the corresponding demand of the science and technology policies and the status quo of our industry and scieme and technology, the author analyzes the advantages and disadvantages(such as the limitations) of the current policies for the advancement of science and technology. the author puts forward some constructive plan from the angles such as: the history and system, the market economy and knowledge economy, the development of the words hi-tech, China’s entrance to WTO and the globalization of economy, the legislation and policies for science and tecnology and the development of the new industrial road. |
