| The citizens’ basic rights should be protected by the law. This paper explores the theoretical grounds and the practical significance of the citizens’ enjoyment of the constitutional right of suing and petition. Through the analysis of the right’s applicable environment and the current implementing barries, the author makes some proposals to guarantee the citizens’ comstitutional right of suing and petition, and how to vindicate people’s basic rights. |
