| The Penal Code should regulate the behaviours that violate the social fixed order and system, and the rebellions against or the serious inharmoniousness in the dominant ethics. Hence, the Penal Code must reflect and maintain certain moral principles, such as its base of humanity and humane solicitude, its impartiality and its frugality. |
