| During the period when the Central Bureau was stationed in the north of Jiangsu, there was a dilemma between the old strategic areas in the east of Anhui as well as Henan-Anhui-Jiangsu Strategic areas and the new strategic areas in the north of Jiangsu. Centering on the changes in the situation of the Anti-Japanese War in central China, the CPC and the Central Bureau, through strategic balance, consolidated the strategic area of Northern Jiangsu while taking into account the strategic area of eastern Anhui, and consolidated the strategic area of Henan-Anhui-Jiangsu with the policy of "developing westward". The Central Bureau restored and developed the strategic area of southern Anhui through the troops of eastern Anhui. This action logic locked the strategic main line with the northern Jiangsu as the center of attention. Although it failed to consolidate the Henan-Anhui-Jiangsu areas, the strategic task of consolidating and developing the northern Jiangsu and eastern Anhui strategic areas and developing central China was accomplished. |
