| 1942 年盐阜区高等法院的设立，使盐阜区抗日根据地形成了独立的二级二审制的司法审判体系，审理了大量的民刑事案件。设立以高等法院为核心的审判体系，是盐阜区抗日根据地政权建设的司法举措，是中国共产党历史上以法治思路完善根据地政权建设的又一实践，是华中抗日根据地与日伪势力、国民党顽固派在政治斗争、军事斗争以外，建立的新的司法斗争体制，对根据地政权建设具有特别的意义。 |

| After YANFU high court set up in 1942, an Independent second instance formed, and a large number of civil or Criminal case handed. It's a judicial measure of establish a trial system with the high court as the core in YANFU anti-Japanese base areas, also is an another practice for perfect the construction of political power in the base areas by law. It is a new judicial struggle system in addition to political and military struggles, between anti Japanese base area in Central ChinaJapanese and their puppet troops, Kuomintang die hards. There is a special significance to the political power construction in the base areas. |
