| 一项好的政策的推行离不开适宜工具的选择，政府作为主要的政策制定者自然也需要熟识各类工具的适用范围。基于教育政策工具的研究视角，从政策工具类型与政策出台时间维度出发，对我国2008—2016年“普通高等学校毕业生就业工作的通知”进行对比分析，发现使用频率最高的是象征与劝诫以及能力建设工具。学习和运用政策分析工具，对推进政策的解读与运用具有重要意义。 |

| The implementation of a good policy is inseparable from the choice of appropriate tools, the Government as the main policy makers should naturally familiar with the scope of various types of tools. In this paper, based on the perspective of educational policy tools, from the policy tool type and policy introduction time dimension, this paper makes a comparative analysis of the 2008-2016 Notice on Employment of Graduates from General Colleges and Universities, and finds that the most frequently used are the symbols and exhortations As well as capacity-building tools. Learning and the use of policy analysis tools, to promote the interpretation and use of policy is of great significance. |
